In general the idea is to get as much speed so as to not cross BBs too often

then again, it's no worse than torp ships who only carry torps and no guns. who are
completely useless while reloading. or the same with HH only, and so forth.

but yes, agreed, it's annoying when other than a single task (AA'ing, and most likely,
AA'ing the wrong team's fighters), that they can't manage to do anything else to be of
use during the game unless they play "bait" for shells
