full crew is 120level Gunners and 115level support Sailors only ? (not use other

Yes, bb6 requires the following crew:
lvl 120 BO
2x lvl 120 gunners (main)
11x lvl 115+ sailors
All must be correct nation, for example you cannot use a lvl 115 km sailor to take up a slot.

You need full crew... You seriously leveled to 115 with only 3 supports?
