I apologize, I should have actually checked my account. I knew they could but assumed higher classing removed some of those abilities. I went and checked with some IJN sailors and heavy+ do retain the ability.
So Mokemr, heavy torpers can use guns as indicated but as Phantom said, they must be guns that are level 25 and below which puts them into the "armaments" ability.
Besides checking the gun-level, you can place any other gunner into your HQ and then see what gun choices appear on your ship. Those armaments will be what you heavy torper can use.
