Maybe there's some big reason i'm missing but looking purely at statistics it makes no sense to use the double 11" (Kust H) instead of the triple 11" (SK C/28).

The only option I can see is if there are later ships with mismatching gun slot sizes, meaning that some slots are meant to use the triples and some are meant to use the doubles.

I believe the Kust H are there for the PCA, they aren't really worthwhile on any other ship. I hardly play KM though, so I can't be certain.

The dual 11" guns for germany are for the moltke PCA since it has 4 gun slots it evens out at higher levels despite them being pillow cannons.  Use the triple 11" guns on the Dland and P-Pro.

Then on the P-Pro2 use the triple 11" L's and the same single 11" L to have similar range and fire 8 shells still.  Plus the D-Land and P-Pro are great AA ships.
