The expected reload cap is about 2070000 true ability.
True ability=(4×veterans+experts)×(current crew numbers) / (full crew numbers)×(sailors ability)
I'm not sure which one you choose (reload/Accurate) to class your sailor, so follow the formula and calculate yourself.
If you classed your sailor with reload-reload-reload then it could achieve the current level max reload at about 70-80 level.
