AAW (not to be confused with active AA) is passive; it is the sparky machinegun fire that your ship automatically shoots. You may notice when low level torpedo bombers get shot down as they try to bomb.
Certain ships have higher AAW stats such as US south dakota and baltimore (hence US advantage in AAW).
Ideally sailors have an AAW stat as well which originally makes your ship's AAW more effective. Currently that stat is disabled and have no effect on the game. Only your ship choice affects it and even then, only to a certain degree.
There is also something called AAW immunity where high level pilots can fly planes through the machinegun fire even at sea level. This is usually achieved as early as level 70ish.
Once the code has been cracked, some improvements in the the AAW system can then be made. It has been suggested before to raise the limit on/remove AAW immunity and work AAW stats into the system.
