I dont know if anyone else is getting tired of the GB's or not, which that isn't my main intention of making this suggestion. I know that whenever bb/cv4-6 players are trying to grind up their own levels they dont want to get the lower xp by shooting the lower level targets. My suggestion is try making some different types of GB
s like say "GB Beginners" this is for the bb/cv1's to get use to their ships and level them up and get good xp and better chances of getting good attack instead of going up against other ships they can't match. The next battle phase would be "GB Intermediates" that would take up bb/cv2-4. This will give them better xp for their lv and help them level through faster also with a greater chance of getting better personal attacks and what not. Also, i would like to ask for a "GB Veteran" this is for bb/cv4-6 players and they  will get basically the same stats possibly a little better depending on only shooting bigger ships, or not being able to sink ships. I also know that most bb's would like to get better vision and i think that this might be a solution to most of that. I know that most players wont just up and join beginners/intermediates b/c of the xp they get from the higher lv's but it would easily help out the higher levels for their grinds. And if it takes longer getting the players to join the smaller battles, i would say lower the player limit count to start and that could easily finish that arguement. Now for the CA's and below, they can easily just join the other GB1-2's or stay in blitz's. I know this would take alot of time in doing such but i think it could possibly be something good to get into.

Theoretically, this idea is a good one.

However, the everlasting problem in NavyField is that the time it takes to fill up a normal GB can range from a few seconds to several minutes. If GBs are limited by ship types, it would take even longer for these rooms to fill up. Furthermore, the division of ship level would lead to newer players who are getting their first BB1 for example, to be outplayed consistently by veteran players leveling their 2nd, 3rd, etc. line. In the normal GB setting, this is usually balanced out by the presence of higher tiered ships.

Just some things that came to mind when I first read your post. I would like to restate though, that I think your idea is pretty good. It's just that NF doesn't have a sufficient number of players to justify such a system.

Agreed. While this is a god idea you would have to pretty much triple the number of players in order to have constant games running at the pace the current games run now.
