well ppl have said that having 1 harbor rule is killing HA, I for one voted for the 1 harbor rule only saying give it a chance and see how it works, well we have done that, now I believe we need to go back to the 2 harbor system and let fleets battle it out, I know on the kiaser server all of the HA fleets except for maybe 2 of them own harbors we are at a stalemate, ill be happy to admit i was wrong, now lets fix it and open the harbors up for a 2 harbor ownership  thanks

Yes this would be pretty awesome having to defend more than one harbor, not at once ofcourse but still more action! I love it!

On Nebraska, in the last 6 weeks, there have been 8 declarations.

This, therefore, would benefit the four who own harbors. The other dozens of fleets? Show up.

Open up French and Soviet Harbors and then allow fleets to control 2 out of the 6.

I don't see why they can't just use the same coding for the MN and SN harbours as the harbours that are already open, so far every1 seems fine with them atm so why not just "copy/paste".....recc

how about make 2 harbours just for kaiser server ?
since on nebby theres a huge battle for harbours and everyone is active...cas for kaiser ...u can hear the wind blowing, no attacks or defences on Harbours.

Either this, or bring back the No Harbor Limit rule (If I remember correctly). This would make HAs much more fun and active.

only problem with this would be on kaiser theres basicly currently only then with the ammount of harbours...... 4 or 5 fleets active in ha currently and 3 of those own a harbour (dunno about legion's actual power)
