do not class them as DP gunner. DP gunners need to be delay classed to be effective.  The special sailors, once you class them, will behave as if you class them on time. So your reload ability will be very bad, even if you get a lot of vets. Use them for something you would not delay class, like supports, regular gunners, or pilots.
