I had the same problem about a week ago, and I made it through and am doing alright now. When I went through this, I wanted to do it without relying on charity. Here's how:
I sat down and made a chart, a column for each sailor I was leveling and a row for each level. I went over the sailor tree and wrote in the class-up costs for each sailor so I could see how many "free" levels each sailor had, and used the sailors with lots of free levels left to take over my gunner positions until I earned more points.
You don't need to make a chart, but you do need to do a bit of juggling until you're back in the black. Sit out BOTH of your gunners, even if you already classed one up?it's important to keep them at the same level. Use your support crew on the guns until you can afford to class up your gunners. Depending how many support sailors you have and how fast you earn points, you may want to sit out all but the gun-manning sailors, so that you don't hit the level where your support sailors need classing up too before your gunners get classed.
After that, you may need to sit out your support sailors while your gunners take their turn earning you points. At BO level 31 your point/credit requirement falls to 50k, so if you have any good base-stat sailors that you made and don't need (as I did, which is why I ran out of points), you can start selling them. Note that the starting sailors (yellow names) cannot be sold or traded. You may not get 500k credits for an 11/11 sailor, something like 100k credits and 200k points is a bargain for the richer players who don't want to have to click the roll button all afternoon to make a new crew. Just be mindful that you can't sell any sailor that could be turned into a BO, so you'll have to check prices for different types of sailors for each nation.
If you don't have enough "free" levels on sailors who can man the guns, then you have two choices: wreck your sailors' stats grinding out more points so you can start another crew fresh, or switch to the other server and start over.
