Lets make ship stocks correlate to the amount a fleet that occupies the harbor invests.

Next we Know to occupy a Harbor for any length of time you must be a very big fleet with high ranking memebers.

That way that fllet can refuse to invest and deplete stocks of that nations harbors.

Having ships available to buy but not being able to purchase them because another fleet has not invested has to be the dumbest thing Ive ever heard of.

Whats to keep fleets from purposely not investing to keep numes of certain ships low? whats to keep them from then in turn trading there ships for obscene amounts of money?

Even then what after thay have sold there ships...why not take a different h harbour and repeat the process?

This will cause havoc.

Ive been playing this for nye 8 yrs and this is the first time Ive come accross this.

I can say though after boring myself to death playing IJN SS1 and finally lvling it to IjN SS2 Junkers...I was very dissapointed to not be able to buy it...But alas Im hooked on this stupid game and Ill just have to wait like im just another poor soul in the free soup line, for SDE to fix this issue.
