Italy is the last confirmed nation. There isn't any large navy nations left after USN, RN, KM, IJN, MN, SN and NM...

The only new major faction would be Italy everyone else who had a navy in ww2 were neutrals or were only minor. I think the ships of the minor combatants (such as China and Holland) should be in the neutral harbour (the neutral players should have some cruisers of their own such as the dutch De Ruyter class)
