VAC is for games being marketed via steam. It does not ban the cheater automatically, rather it delays action for a week or two to deny information to potential hack makers of what is bannable, and what is not. The cheater during that time is free to wreak havoc on the server, breaking rules and continuing to do so until the VAC kicks in.
Punkbuster is prone to kick people who are simply lagging, and is often a huge annoyance to those with lower tier computers.
There is option 3, the good ol' prt scrn and ctrl + v in paint, and upload the image as part of a support ticket.
I do agree however, that searching for another real time anti-hack does not sound to farfetch'ed at this point.
