Well you either send in a support ticket, they might help you. Other option is to class it as a nation but then power level it from there to whatever level you wish to class it as a bo, recommended only for CV/SS/APA BOs.

Your screwed. it's junk. there is nothing to do but disban it now. OR use it as a radioman, or maybe an SS or CV Op.

The only way SDE could help is if it was elite. But even if it's elite, all they can do is set it back to level 12.

Not sure how you missed not classing a sailor for at LEAST 20 battles. I'd encourage you to class it right now. You can try selling it but (most?) people check the base before buying anything.

Besides, if its a bomber, then it's really a non-issue if it's classed as DB since they don't really need to deal with AAW once they're higher level.

does anybody know about how much it would cost to get an IJN sailor with db stats of level 35? or maybe just an IJN dive bomber of minimum level (i think db is classed at level 45).

What is the point of having neutral sailors after level 12 anyway? (I don't mean for powerleveing a BO or something).

Best use of High Level Neuts!!!!! I had a hi lvl Neut crew on an FFY set up for ASW.
It was an SS killer of the first order. With Hi lvl gunners, it could kill DD's and stun CLs.
Hi speed with deadly guns. 1 DC rack amidship and 2 on the stern. It was a blast to
play. I had a FFX armed with torps using the same crew. Found memories of sinking
wounded BB's in GB and torping CV's in the end game with it. But the FFY was the best, most fun
ship I think I ever played.

Then, in some special event, I was able to nation the crew even though they were above
lvl 25. (I think they were lvl 35)

Scrapped the FFY. Built another but never let neuts get over 25. Wasn't as much fun
so I finally scrapped it too.

One option is to build an FFY and go sub hunting.
