It's a rumor, but for me a good one. I've always had better chances vetting if I do it right after a win with the sailors involved. Not as effective as the vet events though, you really are best off waiting for those.
Other than that, buy vetpacks. You can use vetpacks all the way up to 99 veterans, so you can get guaranteed 109 vets if you can spare the money. I'd still try to roll up to 60 or 70 experts and then it's probably fine to buy the last 39.
Keep in mind though, once your sailors hit certain levels if they have certain bases, they'll reach skill caps. When I was a noob years ago and classed my starter Engineer into a USN Accuracy Gunner, ended up on the rear turret of my Colorado. He's level 115 now and is just as good as the front gunner, because BVE and skillcaps. He's also why my Monty is never going into World at War unless I feel like grinding a replacement.
