Putting them together, the 17-plane takeoff limit is only really of value for bombers, but does allow an insane torpedo bomber strike that can sink many ships in just one wave. Beyond that, the only thing of note is that it still has the 8-pilot maximum, and thus the extra support goes to an actual support sailor.
