25/25 minus 14/14 is 11/11
There is a bug with the NF sailor chart where if you click IJN's Gunner class, it shows you the Heavy gunner class, so you see +3/+3 instead of +4/+4. I used the sailor charts trainworld.us to get the actual numbers: http://trainworld.us/NF2/sailor_flowchart/E_Japan_index.html
