I was thinking fleets that have people who speak english and also spanish, russian, or something like that. they can have there own fleet chat. 
So for instance, you could type "/f e " for english speakers in fleet and "/f s" for spanish speakers in fleet. so they can communicate how they'd like in there own chat.

that would only put huge rift in many fleets, where language divide a part of the fleet from the other.

If you really want to have a chat with your pal, you got tons of unused channel in game, that could be put to that use.
