Merging the servers will increase HA competition and frequency.

I sure hope it's a summer thing. 11 HA's in the last 10 weeks on Nebraska.

5 for New York, 3 for Hamburg, 3 for London, and 0 for Armored Angels.

i believe its a summer thing ... every year gets a bit slow and lack of players...should be picking up in september

need to include the other harbours and cycle the times of the HA's

Time changes have nothing to do with it. Fleets need to get past that "Ohhh, we didn't reach the harbour tile, let's put the declare button away for ever" mentality. Owning a harbour needs to be REWARDING. T3/4/5/ Rentals are atrocious for the amount of man hours and credits needed.
