Edit: I'm not 100% certain, but a radio man or neutral sailor should also be able command a premium ship if the level requirement is met. I don't think this is true for event ships, though (I get a different error message trying to put a L26 radio onto an ECL (can't load sailor) than a PCL (insufficient level).
