It never gives you a negative thing, but i prefer HH. You have Fighters as 'aa'

Take a pair of high repair and/or gun stat sailors and leave them as arm sailors for your entire CV grind. When they get to lvl 120, class them as DP gunners. I did this with my UK CV crew it worked beautifully.

Benefits:
-They will earn a lot of XP as arm sailors (double bonus I believe)
-You can use HHs, great for killing subs and small surface ships
-If you decide to do the BB grind later, you have perfect AA Gunners
-If/when you reach Degrasse, you will have nasty AA

I would use Elite Repairers if you can get them.

The downside is that they will take up two slots that you could be using to lvl additional pilots. The good news is that you will gain those slots back if you do the BB grind so you can lvl up your supports more instead of lvling useless arm sailors.

I use DP gunners on my CV with 3.40" A guns.
Using guns that can't use HE is kinda pointless because you get fighters for that so 4.7" are a no no.
3.40" however will save a CV from lesser ships and allows AA ammo to use defend from camping fighters or bombers you can't intercept.
