AA gunners are broken, they have extremely low Rld and Accuracy Gain per level.
To level AA gunners properly, Level arm. Sailors to 120 then class. You can also fit like 280 vets on them as well and get very epic gunners.
The sole + you got from having a dead weight on your ship for 120 levels tough, is epic D version gun. And its quite a double edged blade.
Less reload, less range, less req space. Less range than D with some sets is REALLY short btw. I'd take 5/38 mk 38 L over 6/47 DP A any day.
So you want to be able to put up an extremely short range anti-bomber spam screen? Sure bother doing that.
But you are much better with regular gunners imo, which allow you to decently carry AA in the BB1-5 grind (safe Nevada and pre-remod BB2 (exception NM30) who have crap T slot space) and also enable you to carry HH if you so wish. AA gunners cannot.
