Is there a possibility that uniques/rentals could be available to anyone in game?  Maybe you could up the price for non harbor owning fleets, and the extra amount could go into the fleet that owns that harbors fleet bank? This way everyone would have a chance to use a rental regardless of how small their fleet may be, or if their fleet does HA or not. This would benefit the harbor owners with extra credits, and it would allow anyone to play in these ships.

Thats why a player who is not in the harbor owning fleet would pay a higher price like a tax for using it. Just throwing it out there.

Nonsense.

Making some rental ships available at a cost will have little to no detrimental effect whatsoever on HA.

NF needs to make money, and if upsetting a few Harbor squatters in mega fleets is the cost, so be it.
