I thought they wanted more HA's not less...

There are only a few fleets that do HA's and if you limit them to only attacking every 3 weeks, then HA's will die.

they are say the fleet penalty is still seven days, its about the HA declaration perion has been exstended to 10, anyone else confused here, what does that mean?

does that mean a fleet can declare mins before an HA starts? that not good if is

Is this to keep the same fleet form try to attack the same harbors or to give new harbor owners time to work on harbor ?

i think it works so that fleets that just attacked dont get first pick as to which harbour they attack in the next week, IE fleets that dont attack have first pick of harbours while fleets that already attacked get options of whats left over

I do not believe a single thing has changed from how we knew the system to be, but the last monthly patch boned a lot of things up.

Once you declare, say early Monday, you cannot declare again for 10 more days. This is the two week penalty we currently have.

The only thing I wonder about is if this now applies to a declaring fleet that wins its initial attack.
