I think it has merit.
I think there are a lot of good ideas that would make the planes a lot more fun.
Adding drop tanks might permit maybe 15 or 20 extra seconds of fuel. Wouldn't have too much impact on outcome of game, but allow a few more planes to return to CV. I don't think it would work with Prem.
Drop sonar buoys by scouts, would also be a cool item, but should be a prem item like smoke bombs, last about the same time.
I'd like to see upgrade planes. Like an intermediate plane, more like a copy of the same T1 or T2, but different guns, maybe slower due to weight. A new engine, drop tanks, or other feature upgrade. Offset with more weight or other negative value. A lighter and faster plane, but with less fuel and less DP, or slower and better armor. Put cannons on those planes that used them. Small variations in the same T1 thru T4 classes, but cost a little more and require a higher level. Kinda like the Atlanta/Juneau or York/Surrey upgrade. Not much, but a little better in some features. Allow for low altitude strafing of enemy war ships, about 30-40 HE. Increase AAW for ships to counter.
Add missiles to TBs, and multi-bomb loads for DBs. Planes with full bomb loads should be slower than empty bombers. Missiles would be unguided, fire and forget missiles. Distance to impact is related to altitude of plane and direction when fired. Missiles can destroy enemy planes if hit, but require aiming and correct altitude. Typical trajectory is for X duration, then arc down to impact. Approximate HE about 250.
Bombers could carry multiple bombs, but be slower and take more space on carriers.
