To Join a Clan/Fleet:

1. You must not be a noob.
2. You MUST NOT be a noob.
3. Some fleets are exempt.

You apply via a radioman.

You get a CV by leveling your crew. Up at the top of the main page under "Game Info" There's a heading called "Ship Tree. It will tell you what ship is available at what level and the path you must take to get to that ship.

It will also give you basic details about the various ships. It's ok to be new, even the people who are rude to you were noobs once. some of them not so very long ago.

That being said however, reading is your friend.

Why is this even in the US Navy section? :)

Most fleets have website and you can apply through the fleet website.

If you find a fleet that you like - you can always /w whisper a fleet m,ember in game and they will tell you how to join. Taking a look in the clan area and you will also find some fleet rooms recruiting.
