Hi, wll I will get straight to it: My suggestion is to just limit the amount of ships based on it's tier.
For example, BB6= Only 2 per room, BB45= Only 2-4 per room, BB123= As many as can fit per room.
This is just so that new BB players can stand a chance of playing instead of being forced to play a defensive role.
This could also make people create more rooms, although it could thin out the existing forces out there.

This suggestion was made because whenever I enter a room, I mostly see BB4s and BB5s (Mostly Montys and AW L2) which can pretty much own everything.

For the bb6 is a limit already 4 in Great battle rooms.
So you mean that we some got bb4-5s shall wait for you cant do as we did in the "old" days where we did aa or did assist them in taking down surfaced subs, dds aa ships and so on.
Ill while not recommend this.

Grinding BB5 is actually already quite difficult when every time you want to join a room, you have to wait for 3 other 20/0 rooms to get started first. And on top of that, BB45 are the most common ships in GB, making up at least 10 per game.

Your suggestion will create at least 6-7 GB rooms sitting and waiting at 4/0.

No Recc

Also your supporting argument is invalid.

lvl 1-103 approx equal to lvl 104-120 in total EXP.

70-75% of players leech their way to 120, shared EXP for doing almost nothing is nearly the same from level 40-120.

Thus for leaching players who just sit back and do nothing, it is "harder" to grind in a BB5. Since they don't score attack, they get the same base shared EXP and thus takes longer.
