Main reason HAW isn't used anymore isnt that it doesn't work. Its that its one of the harder form of shooting (as you pass an inversion in your angles, and need to correctly predict the moves of an opponent on a much bigger time scale) but mainly its a lost art.
Hard for a new player to pick it up if they don't see anyone using it, or dont understand why it hits as hard.
I still use it on NY, and it still works quite fine. I sadly dont have an atlanta in blitz anymore, its by far my favorite HAWing ship.
Once a ship get in range, its massive damage that rains down on it. And said range is quite good for a CL1.
Of course, direct fire is still better against most DDs. Keeping a backbind of HHE for them can be nice, but APC work still at blank point fire.
The firing arc are somewhat of a weakness. Compared with all the other advantages the ship offer, its a really small one in my mind. It mainly gets annoying when using it as an AA ship, which is why if I am to AA with a USN CL, I'll choose brook or omaha over the atlanta-class ships.
