I was using
1) Base+11AAW AA sailors normal leveling, i.e. 20->2nd AA gunner, 40->First and 70(?)->Chief 
2) Lv 40/33 AA guns: 5" 38Cal Mark 29 / 5" 38Cal Mark38

And problems are that:
1) The range for both of the guns above are much shorter (optimum angle 42, 43) comparing to e.g. KM lv 55 ones (angle 34)
2) Recently I was told by others to use good reload base gunners (instead of AAW) for AA purpose

So I would like to ask:
1) If better reload base is preferred, how should I level up US AA gunner -
    a) Reload gunner > heavy reload gunner > huge reload gunner
or
    b) Delay reclassing of AA until certain level? If so, when?
1) Which guns should I use for US AA?

The easiest way is to go for reload gunners, and using 3"/70 or 5"38M38. But I heard that you can delay class AA gunners. I'm sure someone will tell you more about it.

 

Personnally I use most of the time 3"70 N (or 5"38 L). And on brooklyn/cleveland R slots -> 6"47 DP L

You can delay class USN AA gunners but the guns they use are garbage. Just get another pair of normal USN gunners and class them however you want. If they arnt total crap they will cap out for rld and acc eventually.

Wouldn't 6"47 DP L too slow for AA, reloading time >2.5s?

So you mean leveling in 2nd AA>1st AA >Chief AA with good AAW base gunners?
And ignoring reload base?

delay classing AA gunners means keeping them as Armament Sailors until they have a significant amount of reload ability (because classing them to 2ndAA, 1stAA..etc significantly reduces the reload growth). 

but again, US AA-specific guns are so bad that, as a general rule, just level a second pair of regular gunners and use either the 3"/70 or 5"/38 guns for AA.
