I don't know how it will in practice but it seems to be a very nice patch. I hope it'll balance a bit the actual gameplay.

$1,000,000,000 question right here. Will we have to sell any/all of the ships/guns/armor/planes/ammo/etc... being affected by this patch before the patch takes place? Or will the stats be able to be changed on the servers and immediately affect the ships that are in everyone's harbors as well?

(Referring to the BB123 patch where we had to sell the ships/guns/etc... that were being affected by it before the patch was implemented...)

If we do have to sell them back to the harbor...it woulda been nice to have that notice put out about 2 weeks ago :-/
