With more potent submarines going to be released sometime, I think it'd be a good idea if a new kind of destroyer was made for all factions.
(You could take a DD (Like the Fletcher, give it a different piant job and call it the Allen M Summers class) and easily modify the sprite and a few of its values)
Much like the ECL's, the only requirement is that you have the level being able to pilot it. The level range would be somewhere in the 30-40's
Essentially, the destroyer would have the following mounts:
2 fore mounted R slots with size 45
2 rear mounted R slots with size 45
1 <both sided> T slot with size 20 (Torpedeo carrying space of 12)
The ship would have access to either the highest level destroyer engine, or a special engine with a very low overheat ratio but a high HP so the crusing speed is fast but the OH speed is not much better.
It would also have a higher then average turning force, as well as bulge being cheaper/less weight per then normal destroyers (all other armors are much higher per to compensate)
Furthermore, it's AAW and HE/AP defensive values would be very low as well.
I honestly don't know how much DP it would have either. It would need to be a decent amount, but I don't think it should be near CL levels.
For displacement, it needs to be moderately high compared to a regular DD to compensate for 30/40 level crews
