Here is what I usually do. I put 3 TBs and 5 fighters on my CV. Right at the start of battle, I load up 3 groups of 3 TBs for a total of 9. Then I send them to bomb enemy BB in the front. I do that at the start of battle because enemy fighters are not yet patrolling the sky. So your TB has free reign for that short window. After that, I fighter for air superiority for my team.

After your first wave of TB's has hit their target, please, please please leave them behind to provide vision. They are cheap so sacrifice them to help out your team.
