For Test team the EBBs classified by the tier the guns the ship use are from. (Being the Original EBBs had BB1 or less performing guns)

You're free to use whatever system you like. There's no official standard classification. I chose the one I wanted to use, which is the perogative of the individual who's, you know, writing the guide. He decided to provide his own. As long as the system is consistent, it's all good. I went by level and base ship. He's choosing to use guns.
For example, if you look at
the level of the Gnei '43, and compare it to other EBBs, it's still within the EBB2 range. It is not the only one with BB4 supports (UK and MN both do). And it is not the only one with full BB3 guns (IJN does, and MN EBB1 guns that can be loaded on higher ships have BB3 range). It's only the only one with both. It's also the only one with less than 8 guns broadside.
the differnt systems and mixed numbering can (and does) confuse many people ...
the way i class them is by order ... regardless of hulls/guns/etc ... simple straight count ...
lets review .... 1 - 2 - 3 - 4 - 5 - 6 - 7 - 8 - 9 .... simple enough .. and something we all know

there is a lower ECV(1) and a higher ECV(2) for each
the not-yet-released-EBB8's will all be @ lvl 115ish
the EBB7's are all level 113ish
the EBB6's are all level 99ish
the EBB5's are all level 96ish
the EBB4-3*-2-1's are in order by lvls .. (*)
