One can't agree with that.

Thermidor is so much better than Alsace because of the 1 extra support slot and any sailor being able to be the BO. These 2 factors combined give Thermidor more support abilities from almost 2 extra sailors - either more repair rate or OH increase, i.e. much more durability. In late games when everyone's OH is reaching their limit, 42/40-sailing Thermidor is definitely a power strong enough to change the entire game.
