I only can have +12 because Im not planning on spending just yet but Im considering of boostin some of them.

So yes, fighters and seamen with fighter stats are worth it as elites.

If you followed the thread, you'd arrive at the conclusion that engineers are not really worth it.

The ones that ARE worth it that you didn't take into account are REPAIRERS. The repair cap is so far away (35 mill TA) that elite repairs are always a good investment.

Engineers are the only sailors that add engine abilities. All other sailors add to the repair and restore abilities. Hence why the cap is so high. You have 12-14 on the 6, which is what you want to set up for.
