How is that an exploit?
well you have to consider :
the intent of the penalty for leaving a fleet being 7 days (remember they did once have it at 10 days in past)
and the intent of fleets being unable to declare HA each and every week (we have a two week wait period)
is to prevent monopolization of HA play mode by the mega fleets and the uber acct fleet jumper 'mercs'
the 7 day penalty was meant to prevent people leaving one fleet and going right into the next fleet
imagine NO penalty for re-tagging ... an uber bb6x6 acct guy can tag and re-tag all day to play all 4 HA's
the penalty period is to prevent an individual player(acct) from playing HA's every week, week after week
the 2 week fleet wait period is to prevent the fleets from doing the same kind of thing en masse
they can only attack on alternate weeks to give someone else a chance to take a turn at HA
as i pointed out in my previous post .. the 7 day penalty thing can be circumvented if its is timed right
and the result is a player can immediately un-tag and then tag in asap the following week before next slot
(true this can only be done 4 times before having to wait a week out on the 5th - but you see it can be done)
circumventing the intended purpose of a game function or rule is, by defination, an exploit .. correct ?
and it also ties in to why its been changed to 10 days and not 8 days
as i believe someone mentioned , ha's can be declared on until wed .. 7 + mon,tues,wed = 10 days
so a fleet who is waiting on merc jumpers before delcaring now has to wait out an HA before tagging them
well, technically you can still tag them on thursday but you still have to declare on faith before actually tagging
the whole intent of the fleet penalty thing is to 'TRY' to prevent monopolization of HA play mode by uber-megos
very much in keeping with the 1 harbor-per-fleet rule they recently removed (10 days is now added to redress)
it is now 10 days to prevent fleet hopping merc accts from playing HA each and every week
because the 7 day penalty period had room for taking advantage of as an exploit if it was timed right
