There will be 2 changes to HA in September:
1) HA times will be changed following the poll result.
The poll result was not above 70% on the face of it; however, we found a number of fake accounts that were created to vote "no" in an attempt to skew the result. Removing these took the result over 80% and passed the change.
2) From the September patch one fleet will be able to own 2 harbors at max.
All things being equal, the HA changes should occur on 12th September 2011.

Following on from the HA vote we will be looking to pick out further suggestions from players that are achievable and practical for development priorities in order to instigate formal player votes on them. High results of yes votes (with fakes removed) will take them forward.
We are also hoping to return the /movemember function in the near future. Tests have been conducted on a revamp of the coding for it with good results. However, once this does return requests for the lifting of fleet penalties will not be approved.

good work toss stain.. I dont even think I or very many in my fleet even voted on fara's stupid poll go back to noodle school TBH.. i though CS, ORP, Cav or even Spartans would have attacked ... 4 fleets and none bothered... We couldnt even give it away even if we wanted to Why would we vote to keep the time? we havent invested for the last 3wks we just want the option to attack some1.. EDIT I love how everyone assumes that the fake accounts were actually all used to vont NO... 700 votes could have been fake and the remaining 700 were split between Yes/No How was it determined that an account was fake?

Coin toss /sarcasm Seriously, poll went from 90% yes to barely 50$% in a single night. So someone or a group of people decided to take matters in their own hands and cheat. And I'd say prolly an account that is created from an IP, then vote, then same IP create another, then vote, etc etc. Seeing as it ended up with 80% yes, I'd guess your split was on the no side. Its sickening how people are selfish to try and cheat to prevent the will of the community from happening prefering their own. I'll also tell you the same thing I tell anyone after elections : No vote, no whining. Go pout now.

Even if the new schedule or new rules dont change anything. Implementing them kind of stirs up the masses and encourages HA anyway.

Faking the poll results is alot easier without creating dummy accounts.
Just imagine that a fleet (in this case it could be BS fleet, since the suggestion came from Fara) could tell all their fleet members how to vote, even if they have a different opinion.
I'm not saying it did happen, or that it was BS, or BS alone. But it is likely and it would be imposible for SDE to find this out.
Personaly i dont care about HA times, since i dont have any time during weekends, so i didnt even bother to vote.
I do find it cool that they removed the votes from the person who was using the obvious cheating method, since he could use his brains and used the method i described above. After all this poll was more important for fleets than for individuals and fleet members, since they operate in harmony, will always in mjority vote for one answer, therefore the pole results can easily be noncredible.
However this is hard to eliminate. One option vould be, that only fleet leaders would be alowed to participate in such poll. Just my thoughts. :)

Even if a fleet was to do this, they as fleet member choose to go along their fleet leader lobbying or not. Nothing illegal there. Fleet leader cannot truly force people to vote a way, or verify if they did. If you convince whole fleet to vote your way, well good for you.

Dear Dallion, you say nobody is attacking you at Tokyo so why change the times. My theory was make Tokyo the best possible time slot for 90% of the ppl worldwide. So it's just maybe someone might attack you now.....

Whats the matter Dallion? Are you afraid? AA whined and moaned nobody attacked them and now it's at a suitable time where fleets can. I hear Tokyo is quite lovely this time of year.
