part of that is to blame NF's rules about requiring30 members or earn themselves a fleet ban
fleets who cannot GAURANTEE more than 30 will show for the HA are heistant to test the rule
so instead of ..'wasting the defending fleet's time' .. they just allow the defending fleet to sit idle
on the other hand .. if some of the mega-fleets holding a harbor wish to form a secondary acct sqd ...
like if each of the harbor holders forms a secondary acct sqd ... and if no one else declares ...
then i would be happy to tag such sqds into olympia and go at the harbors in turn ...
we'll wait a bit to allow 'regular' declarations .. then if a harbor is still idle ... we can go at it ...
before you flame .. it is a viable solution that would allow people to play rather than sit in an idle harbor ..
OLYMPIA fully intends to do HA's. .. just for the doing of them ..... soon as we can get past the '30 rule'
alternately ... we are also open to any solid squads seeking a new home (such as kaos on kaiser) etc ...
