I'm getting sooooooo sick of that saying.
No matter how much its said, every fleet will recruit a few lesser skilled player to fill their HA slot, and keep active people around.
Its a recruitment motto that is in my opinion largely responsible for some ego-explosion creating drama.
Those average skilled people are often the most active, and there isnt enough above average people on a server to constitute a whole fleet HA-able.
Vets is in my opinion the kaiser fleet where the skill average is the best, and look at how much time they took to build themselves. And lately, many of their core players seems inactive, and I haven't see outcast around at all since I came back to the game. He might be running a secondary account tough, no idea. He is active on vets forum after all.
