I have both, along with 5 FP on my Kaga 1928. When I use my DB's, I go 4 FP /3 DB
pilots (Both in the mid 90's) and go 5/4 on the fighters and 3/3/3 on the DB's to snap
them off real quick between fighter flights. When I use Tb's, I have 2x level 91 & 104,
which are both AAW resistant. They're good, mostly for subs that come lookin' around,
they're also not too bad vs BB1-4. BB5+ generally carry enough bulge to make it not
worth it.

I'd say, the kind of bomber that get's to it's target and can attack it is the best.

I have both DB and TB, but i don't use both in same match - depends on want i'm planning
to do in the battle.

all together i have 6 Elite FT, 3 DB (+12) and 3 TB (+12) - both bomber sets are around 87
on my Kaga28 (FT 100+)

To answer your question:
in an all welcome with several enemy CV i'd use 6 FT (T4)

Note:
IJN TB torps have warheads made of wood.
Literally sharpened logs with an engine.
Japan used them for whale hunting before WW2.

IJN torps are second worst while DBs are second best (third best since the rise of SN)

i prefer db as tb lacks the knockout punch.however higher level tb's are good enough to
skim the surface and avoid fp's
