In today's Navyfield GB2 environment the O2 is a much better suited ship then the BSM or H39.
Let's face it when you are in battle you usually stay in opposite lines until your CV and/or AA'ers are able to blind the enemy then you make your push. With it's great speed and damage, combined with having tripples on the front and good AA, the O2 can easily rush a BB4/5/6 and sink them and thus turn the tide of the battle. The BSM/H39 simply do not have the speed/damage output to be able to rush ships like the QV and sink them before they can scout you.
The last few days I've sunk numerous BB4/5 and a QV(single-handedly), because I've been able to exploit my speed and damage while working with my team's BB5/6 to make pushes at the enemy lines. The Bis and H39 simply do not have the damage output or the speed to be able to rush and sink key enemy ships and win the game for your team.
The Bis and H39 may have better range, and may follow the traditional KM play style more, but this isn't BB rooms, this is GB2. You won't have superior range in your H39 because you will be opposite numerous L2's and even BB6's, so all your advantages simply go out the window.
So really, why would you go the BSM when you could get the O2? not to mention the extra support slot that will set you up better for H39.
