If not this, something needs to be done. Personally, I'd suggest getting rid of the rolling system all together. Sitting in front of a computer and clicking on a button for hours at a time doesn't qualify as fun in my opinion, especially when I'm missing out on playing the actual game in the process.
I'm a relatively new player and I've probably logged in just over 24 hours in-game, but I've also spent a lot of time reading forums and player guides. It's clear to be competitive, one needs their sailors to have high stats (in some areas more than others), but getting these high stats in the more desirable skills is incredibly difficult, especially when one considers that the random number generator has a low average (for me, sevens are more common than 12's, but maybe I have a bad random seed?).
Anyway, I could go on a long winded rant about my negative experiences in this game (especially concerning the in-game help, training missions, and struggling with the costs of upgrading existing sailors as a new player), but the worst is easily the time I've had to spend trying to roll some good sailors. I've probably spent at least eight hours so far trying to get some sailors with skills of 12 and have clicked the Roll Stats buttons over 6,000 times and have produced about 15 sailors that I would consider competitive in the process. Needless to say, I could live with the other flaws of the game, but I'd like to think that game development has progressed beyond rolling systems that say, "This is what you have. Don't like it? Reroll."
In all, I think the skill system needs a complete overhaul, though I realize the chances of that are effectively nil. In that case, I think what Brewy has suggested is highly preferable to what's currently in the game.
