agreed, you cannot enter a room in any other ship without having empty guns, even if they are secondary guns you are not even planning to use.

I had a dude enter a harbor tile in a freshly bought CV and no planes. The outburst on TS before he ran off to get some.

Recommended. Its already in place for gunships regarding armament and ammo.
