I run full Rookies/Experts/Vets on all my sailors.
If you think gaining one knot is some great advantage, you have a lot to learn. Run skeleton crews at your peril. Your SS3's speed is limited until your engineer gets better.
I do not recommend running skeleton crews on any position.
Your sight range will be reduced, your sonar pickup will be reduced, your air recharge will take longer, your SD will be reduced, and your torps will take longer to reload. Sure seems like a recipe to get sunk early in the game.
