Whenever you complete a battle, ALL sailors on your ship gain experience, even if they contributed nothing - in fact, even if they're from another nation. You could also put him on the R or T slots and it wouldn't change anything. As long as he's on your ship as you use it, he will gain experience and level up.
Also, special force CAN use low level weapons just like armament sailors, which is indeed so that he can contribute something to your ship while you level him up to something else.
However, there are penalties to having sailors at significantly different levels compared to the ship. The most severe starts when they're more than 5 levels lower, and gets very significant very quickly. For example, if that special force is still level 12, he'll suffer almost a 30% experience penalty on an Omaha, and a level 1 sailor would get almost none without premium. Because of this, it can be prudent to go back to smaller ships to bring new crew members up, especially as you get higher.
The penalty for a crew member being higher level than the ship is much less severe, and doesn't start until you're 10 levels above it.
