People still wouldnt play skirmish because you get more exp when there are PCVs and BB5s to shoot at, and people care more about the grind than having fun.

So you want people to earn the same xp in blitz as in GB? Impossible, because GB gets more xp because of the higher level players when you sink them you get more xp than for sinking an at level CL or DD. Only way to do that is to remove level caps and minimum limits on all game modes, which should be painfully obvious to all as to why that would be bad.
