Why are you trying to run the 14s anyway? Put the 12s back on and you'll get a better spread at-level. Then since you're running the CV remod anyway, forget ammo. If you're going to tune it, put extra aircraft on it along with reduced aircraft load time and improved aircraft durability. Your guns should be a last measure after you rely on your bombers to do some damage. If you are only running fps, then concentrate on doing the job that the CVs should be doing and again rely on your guns for self defense. You could probably still run the 14s with one bind in that case because you won't likely use them until the final few minutes of the battle.
