www.nf-guides.com/sailors.htm has a table for most sailor types showing the stats that matter (as I write this, the site is down, but Google has it cached and it was up just a day or two ago so I expect it to be back soon).
It doesn't tell you things like which of those stats matters more, but it does tell you things like torpedo men only need the torpedo stat, and accuracy doesn't matter for AA gunners.

Most of the info you need should be covered, unless you're using the Soviet Navy or Marine Nationale, since those two navies are too new to be listed at those sites in full.
