If you have Windows 7 then you should be able to use CTRL+ALT+DEL to get to the desktop, at that point, right clicking the NF window and closing it that way might work. ALso, CTRL+W might work.
I'm not sure what gpedit.msc does (Although you could probably download a fix for it), try a different method of openning task manager like CTRL+SHIFT+ESC or running taskmgr.exe.

I can't open up task manager period, keeps saying administrator disabled the task manager. Which is stupid because I didn't disable anything.
Plus when NF crashes I can't return to desktop, its just black, even with Ctrl + Alt + Delete, its stupid, I can't turn off the crashed Navyfield so I have to restart my computer.
I wish Windows 7 had gpedit.msc or regedit. Now I've lost my task manager and the ability to close NF when it crashes.

is your user account on win7 standard or admin?
does your win7 got admin account made during installation of OS?
try going in the admin account via safe mode, there you can open what the standard user can't, regedit,edit user acount, etc...

and win7 got gpedit.msc only for user with administrator privelege
if not, i don't have any idea

Ok, I couldn't see the picture before, and yes, it seems like your account on Win7 is NOT an administrator's account. Windows 7 DOES have that stuff but for administrator accounts only. And are you sure using ctrl+alt+del does nothing? It doesn't even take you to that menu?

Ok guys I will try going to safe mode.

When I ctrl+alt+delete, it goes to that window with the optnios and stuff, but there is no " Task Manager" Option.
Its just missing, and when i search for it, that screen goes up.
