While not exactly the same as your suggestion, it is already possible to 'kamikaze' a ship and sink it.
When a ship's DP is already in the red, crashing planes into them will sink it.

If you have divebombers, simply right click on the ship and let them dive. But don't drop the bombs.
Simply let them dive and get killed by the ship's AAW. If the approach angle of your planes are just right, they will crash into the ship and sink it.

You can also suicide by guns, again, when your ship's DP is in the red.
Simply cross them to the maximum, and point it to angle 0. Then fire. The resulting splash damage will sink your boat.

I think what he's trying to suggest is that when a pilot knew he was going to die, he would turn into the target ship, launch ordnance and then follow it in for a second hit. currently the planes just fall out of the sky. maybe there should be a range and a percentage of hits built in for this.

He is recommending kamikaze planes. Those have been suggested many times, and many times they have been disregarded.

I did manage to crash a scout onto a ship today at the end of a GB game.

It gave the cruiser 74 damage, and it gave me great pleasure.
